Propaganda is a wide term; it doesn't simply mean warning the people of the existence of an evil?tuberculosis in this instance?and working them up into a state of panic, nor, on the other hand, telling them^that they simply have to do is this or that, and all will be well?with them and their families at least. It is much more comprehensive than this. Unfortunately, during the last few years the word has acquired an unpleasant sound and has almost come to mean the repetition of an untruth so frequently that even those who originated it believe it. Propaganda may take many forms and its objects are manifold, but above all public health propaganda should aim at presenting to the people the truth and the whole truth, in as concise and comprehensible a form as possible.
